Scoping produces three documents and nothing else: the inventory of interfaces actually in service, the data migration plan with its reconciliation rules, and the cutover calendar with its points of no return.

The inventory is the part everybody thinks they already know. On the team's last migration it found eleven live interfaces where management had listed four, including a daily bank export nobody claimed.

The package is independent of the software finally chosen and stays usable if the project goes to another integrator. That is the point: scoping that only commits its author is not scoping.
